Moran was elected as a councillor for Cork City North East in the May 2019 local elections. He is the Green Party spokesperson on political reform. He previously ran in the 2016 general election and the 2019 by-election. In 2010, he founded Second Republic, a national campaign for political reform. He is a software engineer and lives in Montenotte.

I want to continue a bill I have been working on through my colleagues in the Oireachtas to extend the vote to Irish citizens working abroad for up to five years, EU citizens living here after five years and to 16-year-olds in local elections.
