Biography
Cowen has been a TD since first elected in 2011. He is the Fianna Fáil spokesperson on public expenditure and reform. He has also been a spokesperson on issues including environment and social protection. He was a member of Offaly County Council between 1991 and 2011. Cowen was chairman of the council in 2000.
