McNeils was first elected to Galway City Council in 2009. He is the Labour Party spokesperson on tourism. He was elected as Deputy Mayor of the council in 2015. He is the owner of Claddagh and Celtic Jewellery Co. He was a member of several council committees including housing, planning and Traveller accommodation. He is involved in Galway City Tidy Towns and the Galway Alcohol Forum.
