Crowe was first elected as a TD in 2002. He lost his seat in 2007 and was re-elected in the 2011 and 2016 general elections. He was first elected to South Dublin County Council in in 1999. He is a former Sinn Féin spokesperson on education and foreign affairs respectively. He is a board member of a drug rehabilitation centre and Greenhills College.
