O'Brien was first elected as a TD in 2007 and again in 2016. He served on the Seanad from 2011 to 2016. Prior to his election, O'Brien worked in financial services. He was elected to Fingal County Council in 2004. He is the Fianna Fáil spokesperson on housing, planning and local government. He is a former party spokesperson on foreign affairs and trade.
