Hoey was elected as a councillor in the May 2019 local elections. She was involved in the Together for Yes campaign and was president of the Union of Students in Ireland from 2016 to 2017. She was the coordinator for the Students for Marriage Equality campaign. She has a degree in drama and theatre studies and a Masters in comparative and world literature.
