Biography
Elected first as an Offaly county councillor in 1999, he served on the council until he was elected to the Dáil in 2011. The Fianna Fáil spokesperson on environment and local government, he is the former spokesperson on social protection and is the brother of former Taoiseach Brian Cowen.
