Salman Abedi was reported to police and security as acting suspiciously in the minutes before he detonated his bomb, the inquiry heard.
British bomber Salman Abedi had been visiting Libya during a year off before university.
A report was published today looking into the manner in which the MI5 dealt with the attacks.
Twenty-two people were killed on 22 May attack at an Ariana Grande concert.
Police believe Abedi took items from this car between 18 and 22 May to help assemble the device he used to attack the Manchester Arena.
Officers are currently at the location and assessing the car.
Over 1,000 officers are working on the investigation.
Police believe Abedi was in possession of this case in the days before the attack at Manchester Arena on Monday 22 May.
Two more arrests overnight have brought the number of people taken into custody to 16.
Police have carried out more searches today, and arrested a man in his 20s near the Old Trafford area.
A total of 11 people remain in custody as part of investigations into the Manchester attack.
Meanwhile, the investigation into the blast widened.
A woman who was arrested last night has been released without charge.

US PRESIDENT DONALD Trump and former vice president Joe Biden took part in another debate last night, the final head-to-head before voting on 3 November.
The previous debate was fractious and almost unwatchable as the pair shouted over each other, but last night was more measured by comparison.
Trump denied being racist, saying no US president since Abraham Lincoln has “done what I’ve done for the black community”. Biden then said Trump “pours fuel on every single racist fire” and claimed he “has a dog whistle about as big as a fog horn”.
