He has been bailed to appear at Westminster Magistrates’ Court on 6 August.
The pair were members of the banned group National Action.
National Action was proscribed in the UK in December 2016.
The men were arrested “on suspicion of being concerned in the commission, preparation and instigation of terrorism”.
“National Action is a racist, anti-Semitic and homophobic organisation which stirs up hatred, glorifies violence and promotes a vile ideology.”
